Sharing across regional sanitation conferences

Ceridwen Johnson

Ceridwen Johnson, Networking and Communications Manager, FAN Global, presented her paper on the impact and future of regional sanitation conferences during the plenary discussion at the WSSCC Global Forum for Sanitation and Hygiene held in Mumbai from 9 to 14 October.

She described how Civil Society Organizations (CSOs) have been involved in the regional sanitation conferences, spoke about the value of CSO ‘voice’ and engagement, outlined some of the impacts and challenges faced, and made some recommendations.

Her study revealed that the regional sanitation meetings are perceived by CSOs as a unique opportunity to present their ‘voice’ to a large and influential constituency.  They are able to share perspectives, bringing in ‘grassroots wisdom’, and highlight best practices and challenges; promoting pro poor arguments, approaches and technologies, and networking with key sector stakeholders.  Such events are a chance to come out of the field and speak to country level decision-makers in the corridors and influence policy; tracking progress and, ultimately, putting pressure on governments, donors and institutions to accelerate the pace of sanitation coverage for all.

ust now, in Bangladesh

ust now, in Bangladesh October is the month of Sanitation. Government, International and Non-Government sectors talking this issue. But after that what will be the next. As you be aware the international fund for water and sanitation are holds by a very few NGOs. So most of the NGOs and CSO who have vast experience on WSS are keeping idle in the line of WSS Programme. NGO Forum for DWSS a umbrella organization was supported many local NGOs for WSS but now keep silent for funding scarcity. From my point of view, it may be reason for only bidding policy which was used to procure NGOs for different projects in Government and other sources. This is interesting same policy are used for procure stationary stores and others items also in our country.  There is no procurement policy for non profit, NGOs  and social sectors. As result some corporate NGOs getting back from it and most of fund hold by their syndicates. There is need for strong coordination between NGOs, CSO and INGOs and donors for disbursement of fund and programme. Some time you see some of the areas which is very close to Capital city Dhaka. Besides NGOs treated as contractor firms and assigned contract from far away and long distance. After end of the contract the NGOs shut down all activities and impact goes to water. Finally all and media blame NGOs.     FANSA-BD is trying to coordinate all the things and try to involves all actors in a platform to raise campaign to achieve sanitation for all in Bangladesh by 2013. But we need more international attention in this  issues. Otherwise mismanagement and lack of coordination amongst the actors in the WSS must be hamper the goal.
