AFRICA MEMBER NEWS

Stockholm World Water Week - August 2006

EU Water Initiative (EUWI) sessions
ANEW was represented by Prof. Edward Kairu (ANEW Secretariat) and Patrick Apoya (CONIWAS Ghana). Prof. Kairu made a presentation during the Africa-EU Infrastructure Partnership session on African civil society’s involvement in the planning and development of water infrastructure.

During the Multi Stakeholder Forum, representatives from African Ministers Council on Water (AMCOW) confirmed their commitment to work with African CSOs on the African component through ANEW.

ANEW submits funding proposal to the EU Water Facility

ANEW re-submitted its application for the EU Water Facility in July 2006. The proposal is along similar lines however and they have created a three-year funding proposal that would enable ANEW to become more sustainable in the long term.  They will hear if the application has been successful by December 2006.

                                           


ANEW hold breakthrough meeting with AMCOW

In April 2006, a small ANEW delegation met with the Hon Maria Mutagamba, President of the African Ministers Council on Water (AMCOW).  They agreed to work towards formalizing a mutually beneficial relationship.

  • ANEW and AMCOW will develop an agreed Memorandum of Understanding
  • AMCOW agreed to look for funding to recruit somebody to specifically deal with CSO matters.
  • AMCOW president will recommend that ANEW is involved in its Technical Advisory Committee (TAC)

SWAPHEP workshop: Tools for Water Policy Analysis: the Framework of the World Commission on Dams (WCD)

The workshop for dam-affected communities and stakeholders in northern and western Nigeria in November was one of two to be held within the framework of a two year project entitled: "Tools for Water Policy Analysis: the Framework of the WCD". The project has both data gathering and capacity building components.

Southern and Eastern Africa Rainwater Network (SearNet) regional conference

The 9th SEARNET conference was hosted by Rwanda Rainwater Harvesting Association under the theme Identifying Implementation paths beyond 2006. It was agreed that there is a need to create more awareness on rainwater harvesting technologies and start developing ways of scaling up on the ground so a regional strategic plan is being drawn up. ANEW member Frank Habineza from Rwanda Wildlife Clubs-RWC attended this meeting in November to promote the network.

NEWSAN at the 2nd Nigerian Social Forum, November, Lagos

National Network on Water and Sanitation in Nigeria (NEWSAN) organized a roundtable on Water and Sanitation: Implications for sustainable development. They called on all Nigerians and the government to strengthen the implementation of the right to water and make it fully enforceable in Nigerian national laws.

African Preparatory Meeting for the 4th World Water Forum 28-29th September

The meeting was attended by over 60 specialists from Africa, including Simphiwe Nojiyeza from ANEW who presented some of the local actions that ANEW members would like to take to the Forum. Participants identified political leaders that they would like to invite and agreed to set up an African pavilion in the water fair.

South Africa last month to discuss and review the progress and governance of ANEW, and to develop case studies for the 4th World Water Forum.

National Association of Professional Environmentalists (NAPE) continue to fight against the Bujagali Dam, Uganda

NAPE has asked the Ugandan government to halt the process of selecting the Bujagali dam developer until the controversies surrounding the project are resolved. According to NAPE, the controversies include corruption, overpricing, questionable technical design, engineered hydrological data, inappropriate environmental impact assessment and lack of transparency and accountability. They believe the government should explore and invest in alternative energy sources like geothermal, solar, biogas, and smaller dams and also organise more participatory consultative meetings on the dam, giving better opportunities to present their positions.

UN Civil Society Hearings for the Millennium Review Summit

Babatope Babalobi from Bread of Life Foundation (
Nigeria) attended. Civil society voiced concerns about the text that goes forward to the Millennium Review Summit (MRS) in September which is a meeting of governments to review the progress of the Millennium Development Goals (MDGs).

CENTRAL AMERICA MEMBER NEWS

Advocacy to reform Article 121.14, Costa Rica, August 06

FANCA and CEDARENA launched a critical advocacy campaign to promote the approval of a draft bill to reform Article 121.14 of the Constitution, as well as a number of key legal instruments to inform its contents, including a Water Law and a protocol to prevent contamination of coastal areas from land-based sources.

First working session for minimum legislative water agenda

FANCA held a first working session to develop an advocacy strategy for a minimum legislative water agenda, at the Department of Law of the University of Costa Rica in August. It was attended by academics and a number of civil society organizations and networks. Read the report (pdf in Spanish only)

FANCA event: Towards a Water and Environmental Agenda
April 2006

FUDEU and Cedarena co-organized a special event in Costa Rica with the Ministry of Environment and Energy (MINAE). Participants stressed the need to continue with the process of approval for the new Water Law to secure water as a public good and protect the coastal and marine areas from contamination from land sources.

Regional Preparatory Events for the 4th World Water Forum in the Americas

FANCA, FANCA-Mexico, Brazilian Water Caucus and the Mexican Consultative Council on Water organised three regional events for social organizations from the Americas in Argentina, El Salvador and Mexico. They have attracted a high number of civil society participants and will produce sessions for the Forum.

Mexican NGO Alternativas y Procesos awarded the Latin American and Caribbean Water Prize

Congratulations to FAN member Alternativas y Procesos de Participacin Social who won for their success in fostering regional sustainable development in Tehuacn and Mixteca, Mexico.

FANCA update on Central American preparations

FANCA, through its involvement in the Operative Committee of the Americas, continues to try and influence the organization of the Forum as much as possible. At the moment the organizing committee is establishing Evaluating Committees to select case studies from the Americas.

The Atitln Declaration Water for Life

Civil society from Central America endorsed a Water Declaration which recognises water as a human right, the role of CSOs in achieving sustainable development, the ancestral rights and values of the Indigenous Peoples & Ethnic groups, the importance of CSO participation in water policy at all levels and the need for increased investment in community based water management.

Central American Integrated Water Management Strategy

A regional Integrated Water Management Strategy was the focus of an event attended by FANCA members and the Ministries of Environment, Health and Agriculture from countries of Central America.. A progress report of each country was presented and structures established for developing the strategy. 

Junta de Aguas (Water User Groups) Research Programme

The research being done by FANCA members will show that community-based water management experiences in Central America are a viable solution for water management, and will be demonstrated by progress made country-by-country.

Comprehensive Assessment (CA) on Water for Agriculture and Environment

The International Water Management Institute (IWMI) is conducting a global assessment of water and agriculture, looking at managing water resources so they continue to meet the needs of humans and ecosystems. The CA will evaluate the benefits, costs and impacts of the past 50 years of water development. FANCA are part of the team researching Latin America and FAN will be co-convening a session with IWMI at the 4th World Water Forum.

SCOPE, Pakistan, Water and Food Security seminar

Following their participation in the IV WWF, FAN member SCOPE Pakistan jointly organized a seminar and panel discussion on Water and Food Security at Ka'acho on May 1st 2006. They hope that this will lead to the creation of a joint platform of local stakeholders for sustainable development of natural resources of Ka'acho region.

South Asian Solidarity for Rivers and Peoples Forum (SARP), Arunachal Pradesh, India

Among the outcomes in the ‘Nirjuli Consensus on Rivers, Wetlands and Peoples’ is a call for water to be recognized as a human right, to halt the inter-linking rivers project in India and for existing treaties on wetlands to be reviewed so they are in line with emerging principles of international law and human rights.

NGO Forum for Urban Water & Sanitation, Nepal, question ADB water tariffs 

NGO Forum for Urban Water & Sanitation in Katmandu are questioning the ADB analysis of water tariffs for the Melamchi Water Project, published in November 2004. They are concerned that the project will result in higher water tariffs which will severely impact the poor particularly as the users of community taps may lose their minimum consumption subsidy after the second year.

Pakistani CSOs Launch ‘Water for All’ movement

More than 50 civil society organization launched the ‘Water for All’ movement at a workshop jointly organized by ActionAid
Pakistan, Human Right Commission of Pakistan and SAP-PK. They produced the Lahore statement which recognizes water as a basic human right. CSOs attending have committed to collectively working for the realization of this right.

The Blue Planet Project is a world-wide campaign for hydrological cycle restoration in all continents. It hopes to raise awareness about the need for more water in watersheds and the atmosphere.

Congratulations to FAN member Biotica Ecological Society in Moldova

A Ramsar UN Convention site has been awarded to The Lower Dniester - Nistru de Jos in Moldova, Eastern Europe, it will soon become a national park as the result of years of hard work by Biotica Ecological Society.  The Ramsar Convention aims to preserve wetlands, their wildlife and traditional life of people, linked with wetlands.

Launch plans for 2006 Human Development Report on water

Water is the focus of the 2006 Human Development Report (HDR) to be launched in November.  FAN was one of 14 European NGOs invited to a discussion with the HDR Office to help to promote the recommendations of the report and explore ways in which the report could support the advocacy efforts of CSOs.

The HDR Office also held a meeting with NGOs from all over Africa on 4th October.

The report will be launched on 9th November in South Africa and 15th November in London.  There will be launches all over the world. We will keep you informed on developments.

Right to water website

L
aunched on International Human Rights Day, 10th December, the new web site is a joint venture between WaterAid, Rights & Humanity and FAN. The website stresses the vital importance of water for life. Section one explains the development of international water policies as well as international human rights law, section two is an action guide to promote the use of the right to water as a tool for community empowerment and advocacy.
