A network of change-makers

 

1.1 billion people worldwide lack access to safe water and 2.6 billion people lack adequate sanitation.  Available freshwater resources continue to decline as a result of excessive withdrawal and pollution. We are faced with a global crisis where water is not respected as a human right or an essential resource.
 
A strong and vibrant civil society will transform the way in which water is managed, accessed and respected. We are the local implementers of policies and programmes.  We work in challenging situations, such as urban slums and degraded environments, with weak governance and inadequate legal or regulatory frameworks. 
 
We are seeking innovative methods to improve the delivery of water and sanitation services for all and for effective water management.
 
Positive change is possible through communication, partnerships and cooperation. Freshwater Action Network capitalizes on the creativity, drive and initiative of our membership to further our mission. 
 
Since 2001, we have been building national, regional and global alliances which are now gaining institutional strength.  We have evolved into a consortium of CSO networks with focal points in Africa, South Asia, Mexico, Central and South America.

Related to this FANMex has the following shareholdings:

  • Co-development of water management plan of the municipality of Ecatepec along with the city Department of Environment and ecology, SARAR Transformación SC and UN-Habitat.
  • Co-development of the Citizen Monitoring of Water and Sanitation in Ecatepec

A link between local and global

Global change must respond to local voices. Communities can use their experiences to influence policy. 

 

Whether at the UN, the World Bank or a local municipality, we aim to ensure that debates are informed by and accountable to the practical reality of what works for people on the ground. Understanding how water can be managed within the unique contexts in which people live is critical if we are to seriously address the global water crisis.

 

This is a two-way process.

 

For local change to take place, an understanding of the global agenda is needed.  FAN shares key information with members working at the local level to enable civil society to monitor and analyze national progress against international commitments and best practice.  We build the capacity of our members to understand the relevant policy debates and systems so they can engage strategically with the sector.

 

Related to this FANMex has the following shareholdings:

  • Participation in the construction of the proposed 2008 World Bank dialogue with
  • Participation in the commission of the UN sustainable development  CSD 16 where the local view was presented on progress or problems related to the millennium goals. 2008
  • Participation of several of our members in the World Water Forum in Mexico 2006 and Istanbul 2009
  • World Water Week in Stockholm, 2009

 

A platform for dialogue and influence

Providing spaces for meaningful engagement between civil society and governments can help to generate political will.

 

FAN actively identifies opportunities for members to access policy makers at the national, regional and global levels. Our members are equipped with years of local experience and many are strong and articulate advocates.

 

We work to ensure that during discussions that affect grassroots water users, the right people are in the room to present their experiences and share knowledge of how progress can be made. 

 

We lobby for our members to be invited to key meetings and conferences and facilitate their participation. FAN works to increase the number of NGO advocates equipped with the skills and tools to communicate clearly on water policy issues.

 

FAN seeks representation, accountability and transparency at all levels. To facilitate this, we ensure that FAN delegations represent a diverse range of interests from organizations with a variety of perspectives and strengths.

A forum for sharing learning and experiences

FAN members have valuable lessons to share. We facilitate a continuous process of knowledge, experience and information transfer throughout our global network via our website, newsletters, eBulletins, listserves and face-to-face meetings. This strengthens the skills and know-how of our members and builds capacity to communicate clearly on water policy issues and to promote the right to water and sanitation.


At international conferences the learning potential is high as members get the opportunity for south south learning and forging relationships with other organisations working on similar issues.

The commencement of the Citizen Observatory of Water and Sanitation in the Municipality of Ecatepec de Morelos, Estado de México

El Consejo Consultivo del Agua, A.C. with the United Nations program for Human Habitat (ONU-Habitat), and with the support of FAN México have started the initial process for the formation of the Citizen Observatory in the Municipal.

With the Observatory its goal is to create a space for community member participation regarding the issue of water, which will also enable getting to know the state and situation of water resources in Ecatepec; promoting the transparency and accountability in the water and sanitation delivery services. It will also serve as a platform for discussion and open exchange of experiences between the participants.

Equally the Observatory will fulfill the important role of being a tool for evaluation for the services of providing drinking water, sewer system and hygiene as a mechanism for promoting the participation of the users in the monitoring of the services provided by OPD SAPASE (acronym in Spanish, Organismo Público Descentralizado para la presentación de los Servicios de Agua Potable, Alcantarillado y Saneamiento del Municipio de Ecatepec de Morelos, The Public Decentralized Organism for the presentation of Drinking Water, Sewage and Sanitation in the Municipal of Ecatepec in the state of Morelos). This observatory hopes to achieve the mechanisms of feedback that would eventually allow the authorities to improve their delivery service and maintenance of drinkable water and sanitation service in the entire Municipality.

Expo Zaragoza 2008

Working with Consejo Consultivo del Agua to ensure that the Mexican program in the water tribune at Expo Zaragoza includes inputs from civil society organisations

Mexican organisations will have space to share their experiences at the Water Tribune and the civil society pavilion which is to be called “el Faro”

  • El Faro, citizen initiative pavilion (dialogue, expo and lounge spaces). Communication has been difficult but we believe it will be possilbe to include Mexican organisations
  • Water tribune is the platform for dialogue on water and sustainable development with different sectors. The Water Tribune’s mission is to synthesize and summarize global knowledge relating to the main issues on water and sustainable development.

FAN Mex will propose keynote speakers and speakers for the discussions sessions.

Ecatepec: Municipal project to increase water availability and implementation of ecosanitation in this periurban area

The two day workshop with local authorities to insure involvement of all sectors of the municipality related to water and decide priorities for collaboration in the project proposal. We are working on the project proposal,  MoU and collaboration agreements to be signed by partners.

  • With this project UN Habitat will  Launch “Water for Cities” Program in Latin America in partnership with Freshwater Action Network. The main objective of this programme is to help water policies to increase the access to water supply and sanitation services, especially of the poorest communities inhabiting peri-urban areas, and to support the implementation of integrated water resources management at the urban level.
  • Chief Technical Advisor Water for Cities UN-Habitat Programme in Latin America and the Caribbean considers that Freshwater Action Network has proven a strategic partner in this endeavour.

Developing the network

We have received excellend feedback from members about our advocacy work and efforts to strengthen Mexico’s regional network. We are raising our profile and many new organizations have shown interest in joining.

New organisations from northern Mexico (Profauna, Prodenazas, Biodesert, DUMAC,Consejo Ecológico de la Región Carbonífera, Pronatura N.E. www.pronaturane.org) and southern (COCIDEP: Comité Ciudadano para la Defensa Popular, CIDECI:Centro Indígena de Capacitación Integral, Faro para el Desarrollo Sustentable, Colectivo Ciudadano, Otros Mundos A.C., El Puente, Alianza Cívica, SYJAC, Ludoteka Móvil, CEPAZ) regions of Mexico all look forward to becoming members of FAN Mex.

Water Observatory

The Consejo Consultivo hopes that FANMex will strengthen this project, promote civil society participation and help replicate this experience in the near future in other States of Mexico.

  • Project objective:  To begin a follow-up and evaluation system for the provision of water services, sewage and sanitation where participation of users of the service is key in order to evaluate how services are provided. .
  • Expected Results: The Water Observatory is established as a reliable mechanism for transparency and accountability where users participate directly in the evaluation of the services provided.

 SWASH initiative

The Clean Start Fund within the Global Water Challenge (GWC), has been set up specifically for projects that provide safe water, sanitation and hygiene education to schools and communities where these basic needs are currently not being met.

Factors of particular interest to the Global Water Challenge:  impact, replicability, sustainability, and scalability:

  • Increase access to sustainable safe water in directly targeted schools and communities
  • Improve hygiene behaviours, particularly hand washing, in students and teachers at directly targeted schools and communities
  • Increase access to improved sanitation facilities at directly targeted schools and increase demand for sanitation in the communities where schools are located              
                                                                       

FAN Mex has been developing a proposal to implement this initiative in some regions of Mexico with members of FAN Mex:

  • Guerrero
  • Ecatepec

We have met twice with Megan Reilly who is in charge to set up the pilot projects in Mexico.  A field trip to one of the potential areas was arranged.
