Regional Resources Small Islands Pacific & Caribbean

Chapter 17 of Agenda 21 refers to Small Island Developing States (SIDS) as a special case. They have a growing pressure on water resources for agricultural, domestic and industrial consumption. They also have high vulnerability to climate change. Scarcity of freshwater bodies and salt water intrusion of aquifers makes small islands very vulnerable.

The vulnerability and particular needs of Small Island Countries is becoming acknowledged by the global water community.

 CSD 11 + 12

The 11th session of the Commission on Sustainable Development took place from 28th-9th May 2003 in New York. It was decided that the program of work would be carried out in 2 year cycles of agreed on thematic clusters. SIDS are not scheduled to be covered until 2014-2015. Although this is disappointing sustainable development for SIDS is one of the cross-cutting issues that will be discussed within each cycle and therefore SIDS will be discussed alongside water and sanitation during the first cycle, CSD-12 2004-2005.

Barbados +10

In 2004, an international meeting reviewing the implementation of the Barbados Programme of Action (BPoA) for the sustainable development of SIDS will be held in Mauritius (Barbados +10). This 10 year review provides SIDS with the opportunity to develop a more integrated approach to sustainable development strategies, particularly for ocean and marine policies.

The Third World Water Forum

The Asian Development Bank (ADB) led and sponsored the Water in Small Island Countries session at the Third World Water Forum in Kyoto March 2003 to catalyze action at international, regional and national policy and project levels.

The principle objective of the main session on Water in Small Island Countries was to identify and agree on future actions with specific focus on:

  • Recognising their unique constraints and solutions
  • Increasing collaboration between island regions
  • Increasing collaboration between service providers
  • Promoting action implementation mechanisms such as:
    • The Pacific Regional Action plan on Sustainable Water Management/Type ll Partnership Initiative
    • The Caribbean-Pacific Joint programme for Action on Water and Climate
  • A session statement and Portfolio of Water Actions for Small Island Countries

The Pacific

The Pacific prepared for the Forum by organising a regional consultation in 2002 on sustainable water management. The outcomes were a Pacific Regional Action Plan on Sustainable Water Management and a Ministerial Declaration. These have been incorporated into a Type ll partnership initiative submitted to the UN during the WSSD in August 2002.

Pacific Regional Action Plan on Sustainable Water Management

The Pacific Regional Action Plan has come out of a consultation process involving all stakeholders. The consultation and plan aims to move the Pacific region towards achieving the UN Millennium Development Goals through: 

  • Enhancing public awareness of the need for better water and wastewater management
  • Exchanging views and experiences
  • Develop a shared understanding

The regional Action Plan Report is structured around six thematic areas and under each theme are key messages to stakeholders.

Theme 2           Island Vulnerability

Theme 3           Awareness

Theme 4           Technology

Theme 5           Institutional Arrangements

Theme 6           Finance

Each theme focused on a number of related key messages and the actions required by stakeholders, including responsible parties outlining who is responsible for each specific action.
